Falcon Excellence spearheaded the digitization of the Land Fund Management process for the Uganda Land Commission (ULC), the primary government entity responsible for managing national land assets and compensating landowners for property acquired for public projects.

At the heart of the solution is a sophisticated workflow management engine that coordinates activities across multiple departments — from initial claimant registration and land valuation through to verification, portfolio administration, and final payment processing. Each stage is governed by structured, role-based workflows that promote active cross-departmental collaboration, ensuring that all teams remain aligned throughout the compensation lifecycle. Critically, the platform provides applicants with real-time visibility into the status of their claims, bringing an unprecedented level of transparency and accountability to a process that directly impacts citizens' livelihoods.

Our end-to-end delivery encompassed full lifecycle project management, as-is and to-be process mapping, rigorous risk and quality controls, legacy data migration, and extensive capacity-building for ULC staff. Strategic Steering Committee engagement ensured executive alignment throughout.

ULC has formally confirmed the system as fully operational, with it now serving as the Commission's central tool for national land management — a scalable, citizen-centred platform built for long-term institutional impact.
